My fellow citizens:

I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors. I thank President Bush for his service to our nation, as well as the generosity and cooperation he has shown throughout this transition.

Forty-four Americans have now taken the presidential oath. The words have been spoken during rising tides of prosperity and the still waters of peace. Yet, every so often the oath is taken amidst gathering clouds and raging storms. At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents.

So it has been. So it must be with this generation of Americans.

That we are in the midst of crisis is now well understood. Our nation is at war, against a far-reaching network of violence and hatred. Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age. Homes have been lost; jobs shed; businesses shuttered. Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.

These are the indicators of crisis, subject to data and statistics. Less measurable but no less profound is a sapping of confidence across our land - a nagging fear that America’s decline is inevitable, and that the next generation must lower its sights.

Today I say to you that the challenges we face are real. They are serious and they are many. They will not be met easily or in a short span of time. But know this, America - they will be met.

On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord.

On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn out dogmas, that for far too long have strangled our politics.

We remain a young nation, but in the words of Scripture, the time has come to set aside childish things.

The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.

In reaffirming the greatness of our nation, we understand that greatness is never a given. It must be earned. Our journey has never been one of short-cuts or settling for less. It has not been the path for the faint-hearted - for those who prefer leisure over work, or seek only the pleasures of riches and fame. Rather, it has been the risk-takers, the doers, the makers of things - some celebrated but more often men and women obscure in their labor, who have carried us up the long, rugged path towards prosperity and freedom.

For us, they packed up their few worldly possessions and traveled across oceans in search of a new life. For us, they toiled in sweatshops and settled the West; endured the lash of the whip and plowed the hard earth.

For us, they fought and died, in places like Concord and Gettysburg; Normandy and Khe Sahn. Time and again these men and women struggled and sacrificed and worked till their hands were raw so that we might live a better life. They saw America as bigger than the sum of our individual ambitions; greater than all the differences of birth or wealth or faction.

This is the journey we continue today. We remain the most prosperous, powerful nation on Earth. Our workers are no less productive than when this crisis began. Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year. Our capacity remains undiminished. But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions - that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

For everywhere we look, there is work to be done. The state of the economy calls for action, bold and swift, and we will act - not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We will restore science to its rightful place, and wield technology’s wonders to raise health care’s quality and lower its cost. We will harness the sun and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. And all this we will do.

Now, there are some who question the scale of our ambitions - who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.

What the cynics fail to understand is that the ground has shifted beneath them - that the stale political arguments that have consumed us for so long no longer apply. The question we ask today is not whether our government is too big or too small, but whether it works - whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public’s dollars will be held to account - to spend wisely, reform bad habits, and do our business in the light of day - because only then can we restore the vital trust between a people and their government.

Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control - and that a nation cannot prosper long when it favors only the prosperous.

The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart - not out of charity, but because it is the surest route to our common good.

As for our common defense, we reject as false the choice between our safety and our ideals. Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience’s sake.

And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and that we are ready to lead once more. Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

We are the keepers of this legacy. Guided by these principles once more, we can meet those new threats that demand even greater effort - even greater cooperation and understanding between nations. We will begin to responsibly leave Iraq to its people, and forge a hard-earned peace in Afghanistan. With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet. We will not apologize for our way of life, nor will we waver in its defense, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus - and non-believers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.

To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict, or blame their society’s ills on the West - know that your people will judge you on what you can build, not what you destroy. To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.

To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world’s resources without regard to effect. For the world has changed, and we must change with it.

As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains. They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages. We honor them not only because they are guardians of our liberty, but because they embody the spirit of service; a willingness to find meaning in something greater than themselves. And yet, at this moment - a moment that will define a generation - it is precisely this spirit that must inhabit us all.

For as much as government can do and must do, it is ultimately the faith and determination of the American people upon which this nation relies. It is the kindness to take in a stranger when the levees break, the selflessness of workers who would rather cut their hours than see a friend lose their job which sees us through our darkest hours. It is the firefighter’s courage to storm a stairway filled with smoke, but also a parent’s willingness to nurture a child, that finally decides our fate.

Our challenges may be new. The instruments with which we meet them may be new. But those values upon which our success depends - hard work and honesty, courage and fair play, tolerance and curiosity, loyalty and patriotism - these things are old. These things are true. They have been the quiet force of progress throughout our history. What is demanded then is a return to these truths. What is required of us now is a new era of responsibility - a recognition, on the part of every American, that we have duties to ourselves, our nation, and the world, duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so defining of our character, than giving our all to a difficult task.

This is the price and the promise of citizenship.

This is the source of our confidence - the knowledge that God calls on us to shape an uncertain destiny.

This is the meaning of our liberty and our creed - why men and women and children of every race and every faith can join in celebration across this magnificent mall, and why a man whose father less than sixty years ago might not have been served at a local restaurant can now stand before you to take a most sacred oath.

So let us mark this day with remembrance, of who we are and how far we have traveled. In the year of America’s birth, in the coldest of months, a small band of patriots huddled by dying campfires on the shores of an icy river. The capital was abandoned. The enemy was advancing. The snow was stained with blood. At a moment when the outcome of our revolution was most in doubt, the father of our nation ordered these words be read to the people:

“Let it be told to the future world…that in the depth of winter, when nothing but hope and virtue could survive…that the city and the country, alarmed at one common danger, came forth to meet [it].”

America. In the face of our common dangers, in this winter of our hardship, let us remember these timeless words. With hope and virtue, let us brave once more the icy currents, and endure what storms may come. Let it be said by our children’s children that when we were tested we refused to let this journey end, that we did not turn back nor did we falter; and with eyes fixed on the horizon and God’s grace upon us, we carried forth that great gift of freedom and delivered it safely to future generations.

面白いNHKの「出社が楽しい経済学」

NHKで1月10日からはじまっている「出社が楽しい経済学」は、身近なケースに置き換えてみると、いちいち、おもしろい。

第一日が「サンク・コスト」
第二日が「機会費用」
第三日が「比較優位」
第四日がインセンティブ
第五日がモラルハザード
第六日が逆選択
第七日が価格差別
第八日が裁定
第九日が囚人のジレンマ
第十日が共有地の悲劇

このうち、機会費用については、私自身も、むかし、大学の卒業論文でもとりあげた、なじみのあるものだ。

このときは、開発投資の投資基準論で社会的費用として取り上げたものだったが、そこで例として出したのは、チェネリー(Hollis B. Chenery)の考え方で、生産物や費用の評価を、市場価値ではなく、機会費用(オポチュニティ・コスト)として、とらえよう、というものであった。

機会費用を一言でいえば、「それが、なかりせば、かかったであろう費用」と言うことなのだが、その「それ」をインフラにおきかえれば、ある高速道路の路線がなかりせば、かかったであろう費用が、その高速道路の路線の建設コストを上回っていれば、その投資は、社会的にペイしうる投資と是認される、と言った考え方だ。

で、この「それ」を高速道路ではなく、人的資本である「後期高齢者」に当てはめてみるとどうなるのだろう?

「それが、なかりせば、かかったであろう費用」は、後期高齢者の場合は、すでに「時間の腐食」(タイム・ディケイ)がすすんでいるために、少なくなってしまっている。

にもかかわらず、その腐食を補填しうるのは、人道的見地、または、時間の腐食をおぎなって余りあるボラティリティの急上昇と言うことになるのだろう。

後期高齢者の社会的価値のボラティリティの急上昇のチャンスは、社会的な大変動によって、社会的な価値観が後期高齢者の必然的に持つ価値観に擦り寄っていくことによってしか生まれ得ない。

となれば、この世界的大恐慌の到来は、そのひとつのチャンスになりえるのかもしれない。

サンク・コストは、英語では、Sunk Costであり、直訳すれば「埋没費用」だ。

撤退しても、回収できない費用ということで、初期投資費用から回収費用を除いても、残る費用ということだが。

この概念などは、投資をして損切りできずに、大損をしてしまったFX投資家などに取ってみれば、まことに頭の痛い、身につまされる概念であるといっていいだろう。

つまり、すでにいったん投下した費用については、その投資効果があろうとなかろうと、その投資決断を正当化しようという欲求が、人々には、必然的に備わっているということだ。

または、昭和天皇の原爆投下後の終戦決断などというものは、昭和天皇が日本という国のサンク・コストをある段階で、さけえたひとつの例になるのかもしれない。

環境の経済学から見れば、このサンク・コストを軽減しうる−すなわち、回収費用に対峙する回収利益をたかめえる技術、社会的環境の整備が、必要ということになるのだろう。

サンク・コストを軽減するインセンティブを、社会的に用意することも必要なのだろう。

減価償却は、古来からある、そのひとつのインセンティブたりうるのだが、このインセンティブは、税収減とトレードオフの関係にあるのだから、社会的費用全体としては、社会的費用間の移転にしか過ぎない。

もうすこし、別の今日的なインセンティブも必要になってくるのかもしれない。

つまり、時間の概念を取り入れた、ミチゲーションの概念のスキームの構築等だ。

たとえばこのサイト「サンク・コストと治水経済評価」では、既存のインフラの更新において、既存のインフラのサンク・コストを「すでにサンクしている」とは考えないで、連続したものとしてコスト評価するという、斬新的な考え方をしている。

あるいは、環境オプションの概念の導入なども必要になるのかもしれない。

いまの3R−リデュース・リユース・リサイクル-の概念では、たんなる製品の上市期間の延長と言う概念でしか、処理できていない感じもする。

新たなインセンティブをもって、早期に上市期間を終息させ、そのことでもって、サンク・コストの軽減を図ると言う知恵も必要となりそうだ。

不良債権処理のためのジャンク債処理機関としてのサービサーの存在と言うのも、このサンク・コストの社会的軽減と言う観点からは、ちょっと、頓珍漢なインセンティブのように思える。

つまり、ジャンク債として投げ出す金融機関にとってのみの税効果会計のもとでのインセンティブであって、債務者にとってのサンク・コスト軽減のインセンティブではないからだ。

これから放映予定の比較優位についてみると、ここでも、時間の概念との関係が微妙である。

人的資源配分を機会費用の少ない特定の分野に特化させることによって、競争力を得るという概念だが、はたして、そうなのだろうか。

近時のトヨタの凋落ぶりは、比較優位の神話の崩壊を感じさせる。

時間の推移にしたがって、ダイナミックな比較優位の変遷を考えていかないと、妙なイクスキューズとして、この概念が使われしまう懸念も、無きにしも非ずだ。

こうしてみると、総じて、上記の三つ(�ゝ_馮駘儉▲汽鵐�・コスト�H羈嗟グ�)は、時間の概念を捨象した、摩擦的なトレードオフの概念に過ぎないようにも、見える。

新たに時間の概念を取り入れた概念の創出が必要なのではなかろうか。

「本降りになって出て行く雨宿り」

null今朝のTBS「時事放談」で、片山善博さんが、解散しようにもできない麻生さんを皮肉って、「本降りになって出て行く雨宿り」との江戸の川柳を持ち出したのには、おもわず、笑ってしまった。

たしかに、これから9月の任期切れまでに、いま、自民党に降り注いでいる雨がやむようには、見えない。

なぜなら、この雨は、麻生さんが総裁であるがための雨ではなく、賞味期限が切れた自民党に対する「飽き雨」(あきさめ)なのだからだ。

それにしても、自民党自身が昨年10月25日付で調査した全国選挙区の調査結果には、驚いた。

選挙対策委員長ご自身が、選挙区で大負けしていると言う結果なのだから。

秋田でも、自民党が勝っているのは、元参議院議員が出る秋田2区のみ、あとの選挙区は、ボロ負けであった。

自民党さんは、その後の調査もされたのだろうが、いい結果はそのあとも、生まれていないのだろう。

何でも、この川柳は、『柳多留』(参考サイト)という、江戸時代中期から幕末までの長期にわたって、毎年刊行された川柳の句集に納められているもののようだ。

ほかにも、今の政権になぞらえると面白い句をいくつか。

ちかづきを考えて居る雨宿り
なんか、傘もってる、知ったやつ、とおらんかいな。

雨やどり額の文字を能く おぼえ
額の文字には、解散とかいてあるんかな?

餅はつく是から嘘をつくばかり
ふんふん。なんとなく、消費税問題にも重なってきますね。

日本も見習うべき、今日発表のイギリスの雇用対策プラン

nullこのところ、就任当初の不人気を振り払い急速に国民的人気を取り戻しているイギリスのブラウン首相だが、ブラウン首相が率先しての、今回の金融危機に早急に対処しての画期的イギリス型雇用対策プラン(Jobs Package Plan)に、世界の関心が集まっている。

今日、イギリス・ロンドンのScience Museumで開かれる雇用対策サミット(Job Summit)には、イギリス中の大企業・福祉関係団体、労働組合、雇用者団体の幹部100人が出席する。

ブラウン首相は、この場で、今回の金融危機で職を失った人に対して、彼らが一日も早く新しい職を見つけ、また、新たなスキルを得られるように、今後、あらゆる努力をする旨を確約し、さらに、現在の社会経済状況は、短期的な失業が、長期的な失業になりかねない状況にあるとし、長期的失業は、彼らのスキルや自信の減価につながりうるとし、今後6ヶ月後も、失業の怖れのあるものに対しては、集中的なサポートをしうる政府の保証を与える用意がある、との言明をするものと見られる。

ブラウン首相は、「われわれのとる(雇用対策の)いかなる行動にもコストがかかることをわれわれは、承知している。しかし、最大のコストは、何もしないことによるコストであろう。」(’We know that any action we take has costs. But the biggest cost of all would be the cost of doing nothing.)とし、さらに、「われわれは、常には、国民が失業することを防ぎえないが、しかし、われわれは、それらの人々が次なる職を得られるよう、助けることはできる。」(”We cannot always prevent people losing the last job but we can help people get the next job.”)との演説をする予定であるという。

そして、具体的には、そのような失業者を雇用したものに対しては、インセンティブとして、一千ポンド(日本円で135、000円)を与え、さらに、それらの失業者のトレーニングも施し、彼らを”Golden Hello”(優秀な新入社員に与えられる多額の仕度金)の対象者にした雇用者に対しては、二千五百ポンド(日本円で339、000円)のインセンティブを与える、とのプランを提示するものと見られている。

さらに、八千三百万ポンド(日本円で113億円)をかけて、6ヶ月以上の失業者のための75000箇所のトレーニングの場所を作り、失業中のものの起業資金を現金助成する。

これらの総額予算は、五億ポンド(679億円)にのぼる。

いずれも、今年4月までに実施される。

これまで、政府は、短期的な失業者対策として、13億ポンド(1,767億円)の予算で、ジョブ・センターの六千箇所の設置や、閉鎖中のジョブ・センターの再開などの策をとってきたが、今日発表される上記対策は、今回の金融危機による失業は、長期間に及ぶことを見越しての長期的対策を中心にしている点が特徴だ。

これらイギリス政府の急速な失業対策確立に呼応して、企業側にも、あらたな動きが出てきた。

Vauxhall自動車では、既存の賃金体系、労働時間体系を見直した上で、Ellesmere Port,Cheshire,Lutonの三工場で、五千人の雇用をすると発表した。

また、スーパーマーケット大手のMorrisons は、5,000人の新規雇用を発表した。

以上が、イギリスが今日発表する「五億ポンド・プラン」の概要だが、派遣村問題という部分最適化対策にのみ終始している日本の雇用対策に比して、かなりのビッグ・プッシュ的な政策効果発現を狙った対応であることがわかる。

日本政府が、今回のイギリスの雇用対策に学ぶべき点があるとすれば、
�ー唆箸�長期化するとの見通しにいち早く立っての、ビッグ・プッシュ対策である点、
��企業・労働組合・福祉団体・労働組合団体・雇用者団体などからなるボードをいち早く設置し、その官民総力体制を築き上げることを優先した、という点
にあるのではなかろうか。

「年越し派遣村」と「コモンズの悲劇」

null「コモンズの悲劇」(Tragedy of the commons )とは、羊を連れ込んで、自由に羊たちが草が食める牧場を作ったところ、あまりに過剰な羊を連れた人が牧場に入り込んだために、せっかくの自由に食める草がたちまち、枯渇してしまった、というような事例だ。

つまり、共有の利益が得られるためには、そこに、暗黙のルールがないと、共有のメリットは、たちまち失われてしまう、という教訓だ。

もちろん、行政に先駆けて、今回、日比谷公園を「年越し派遣村」にして、切り捨てられた声なき声の派遣社員の声を政治行政につなげたNPO法人の実行力は、すばらしいと思うし、尊敬する。

問題は、この問題を、点的な問題と捉えてしまった行政の対応なのだろう。

すなわち、この派遣村の報道が大きくなるにつれ、行政は、この派遣村に集まった人への対応のみ、集中・先行したようだ。

舛添要一厚生労働相は1月9日の衆院予算委員会で、仕事と住まいを失い東京都内の4カ所に宿泊している「年越し派遣村」の失業者のうち266人から生活保護の申請があったことを明らかにし、「(施設の使用期限である12日までに)ほぼ全員に手当ができる」との見解を示したという。

異例の早さである。

また、厚生労働省は1月7日、仕事と住まいを失い東京都内4カ所の廃校などに宿泊している「年越し派遣村」の失業者らに対し、東京都社会福祉協議会を通じて最大5万円を緊急融資する方針を決めたという。

これも、異例の早さである。

では、ちょっと見方を変えて、この日比谷公園に集まらなかった派遣切りにあった人や、その他、多くの失業者への政治・行政の対応は、同じものとなるのだろうか?

大いに、疑問である。

その他、多くの派遣切りにあった人や、その他、多くの失業者にとっては、オープンアクセスとはなっていないので、コモンズに入ることは、できないのである。

そして、政治・行政にとっては、年越し派遣村が、一過性・限定的な存在として扱われている限り、コモンズの悲劇は、避けうるという、妙な意識が生まれていないとも限らないのである。

年越し派遣村の対象者へのインセンティブは、ローカル・ルールであるにもかかわらず、あたかも、それが、すべてであるかのような幻想を、行政も、政治家も、それを報道するジャーナリズムも、陥っているのではなかろうか。

いわば、部分最適の総和をもって、全体最適であると、錯覚している部分が、かなり、あるのではなかろか。

このことは、当事者が意図としている、いないにかかわらず、早急な行政の対応をいまだに受けられていない多くの全国の失業者たちにとっては、「アンチ・コモンズの悲劇」の到来でしかない。

市場経済の弱体化は、私的資本から公的資本への、デフォルト・リスクの移転をもたらす。

であるからこそ、公的資本の配分には、公正さを担保しうる暗黙のルールが、所得再配分をつかさどる行政側にあってしかるべきなのではないか、などと、思っている。

情報処理推進機構(IPA)職員が情報流出とは—トホホ

情報処理推進機構(IPA)30代職員が私物PCでファイル交換ソフトを使ってウイルスに感染し、以前、システム開発委託先の情報を流出させたのには、あきれ返った。

このうち、西武百貨店社員の個人情報には、2000年当時の社員6296人分の所属や名前、メールアドレスがはいっていたという。

このほか、この職員が以前勤務していたソフトウエア会社やその取引先の業務関連データ(大手食品メーカーや官庁、家電メーカーなど計10社のデータが流出したようだ。

おまけに、この職員の妻がネットで洗剤などの販売をしたことも、ばれてしまったらしい。

いわば、刑務所の職員が鍵を盗まれたようなもんで、こうなると、何を信じていいものやら、ってとこですね。

この職員が使っていたファイル交換ソフトは、Shareのようだとのことだが、情報処理推進機構(IPA)のサイトでは、昨年末12月15日に「漏れたら大変!個人情報」というコンテンツを公開していたというから、なんともはや–である。

なお、情報処理推進機構(IPA)のサイト「緊急対策情報・注意喚起 一覧」

には、いまのところ、自らの不始末の情報は記載されていないようだ。

「おいおい。自分(あえて「てめえ」とはいわない。)のところの注意喚起が先じゃないか。」ともいいたくなるのだが。

USB メモリ等の外部記憶メディアの利用における対策
 利用者の不注意や利用目的の誤りにより、ウイルス感染および感染の拡大を招くことがあります。USB メモリ等の利用においては、被害を未然に防ぐため、できる限り以下の原則に従うようにしましょう。

(1)自身が管理していない USB メモリや所有者の不明な USB メモリは、自身のパソコンには接続しない。

(2)自身が管理していないパソコンや不特定多数が利用するパソコンには、自身の USB メモリを接続しない。

(3)自宅から職場にウイルスを持ち込んだりしないよう、個人所有の USB メモリを会社のパソコンに接続しない。また、会社所有の USB メモリを自宅のパソコンに接続しない。

北京でH5N1感染死亡女性についての詳細情報

女性は、1月6日に死亡したが、死亡前に接触していたのは河北省三河市燕郊行宫市場からの鴨肉であったとして、今日から、当局による消毒作業が始まっている。

このサイト「河北三河市尚未发现禽流感疫情」では、その模様がうかがわれる。

死亡したのは、19歳の女性で、名前を「黄燕清」といい、住まいは、北京市朝阳区三间房で、2008年12月24日に発病し、12月27日に症状が重くなったので、入院し治療していたが、2009年1月5日午後7时20分に死亡したという。

なお、この女性に接触した人間は、116名いるという。

内訳は、家族親戚が14人、病院関係者が102人である。

このうち、1人の看護婦が発熱したが、すでに平熱に戻っているという。

他の115名については、格別の症状はないようだ。

黄燕清さんは、昨年末12月19日に、河北省燕郊秦宮市場で、同郷の福建省出身の二人と鴨9羽を生きたまま買い、市場で絞めたあと、家で鴨の内臓を洗い、同郷者など、9名で、食べたという。

今回の北京でのH5N1は、ワクチンが効きにくいクレード7ではないかとの疑念が、関係者にはあるようだ。

いっぽう、、ヴェトナムでも、1月7日に、8歳の少女がH5N1に感染したとのことである。

この少女は、昨年末の12月27日に発症し、今年になって、1月2日に入院したが、1月3日に検査の結果A/H5N1 感染と診断された。

死に体の麻生総理には、正月松の内公邸入りが必要

麻生太郎首相が、1月上旬に都内の私邸から首相官邸隣の公邸へ引っ越すことになったというが、どうやら、半身の官邸入りのようである。

しかも、1月上旬とはいうが、松の内(関東では7日まで、関西は15日までだが、ここでいうのは、関東の7日までの意味)ということではないようだ。

これと比較して、アメリカのオバマ次期大統領は、20日に就任式を控え、早々と、1月4日には、自宅のシカゴからワシントン入りし、ホテル「ヘイ・アダムズ・ホテル」に当面の居を構え、準執務体制に入ったという。

まあ、麻生総理が、このオバマ氏とおんなじ行動をとったら、そして、願わくば、公邸から徒歩何分もない日比谷公園の派遣村にでも、激励に行き、今後の対策を確約したのなら、麻生さんへの世間の評価も、ちょっと、変わってきたかもしれない。

なんとも、残念な話なのだが、まだ、おそくない。

公邸入りを、一日でも二日でも早めて、松の内にでも公邸入りをすれば、まだ、遅くはないのだが。

「渋谷・松涛→永田町」は、「シカゴ→ワシントン」に比して、そんなに遠いのでしょうかね ?

ちょっと古い数字(2008年3月時点)ですが、その後、さらに、含み損は、急激に増加していることは必至とみられます。

そんな目で、元旦の箱根駅伝を見てしまいましたが、はたしてどうなんでしょう?

新年早々、コンピュータが遅いと感じられている方のための対策方法

nonハードディスクにも、メモリーにも、まだ余裕があるのに、このところ、コンピュータの速度が、極度にのろのろ運転になってしまった、なんて経験は、多いはず。

私も、その一人で、いったい、どうなってしまったんだろうか、と、あれこれ、試してみたのでしたが。

スパイウェア対策ソフトで駆除してみても、ハードディスクをデフラグしてみても、AVGなどの常駐マルウェア対策ソフトをはずしてみても、さっぱり改善できないということで、さじを投げ、あげくには、回線を光ファイバーにかえてみる、なんて、無駄なことをやってみがちなのですが、そのまえに、こんなフリー・ソフトをダウンロードしてみてはいかがでしょうか。

Glary Utilitiesというフリーソフトです。

なかに、『1クリック・メンテナンス』というのがあって、

また、IEがらみの、いらないファイルの個別対応には、『Process Explorer』なんてのもあります。
